Rationale Supporting Request

This is one of the six implementation guides that were created or modified to address the March 3 rd   CMS NPRM requirements for Payers.  The other guides have been balloted in either the early September or September ballot cycle. This guide needed more work before taking to ballot.  That work has been completed and the resulting IG was tested at a virtual connectathon on August 28 and September 5 th and will be tested again at the connectathon in Atlanta. We have the resources to compete ballot reconciliation this fall.  There is concern with the ability to handle ballot reconciliation if the IG is balloted in the normal cycle.  The IG is necessary to enable the affected payers (all major US payers – approximately 100) to implement a consistent standards-based solution for exposing their provider directory (and where a drug plan is involved pharmacy locations) via an API as part of the anticipated final rule.

Please provide rationale to support this Out-of-Cycle Ballot Request. This rationale will be evaluated by the TSC when considering approval of the request.
