HL7  Anti-Trust policy

Professional Associations, such as HL7, which bring together competing entities are subject to strict scrutiny under applicable antitrust laws.  HL7 recognizes that the antitrust laws were enacted to promote fairness in competition and, as such, supports laws against monopoly and restraints of trade and their enforcement.  Each individual participating in HL7 meetings and conferences, regardless of venue, is responsible for knowing the contents of and adhering to the HL7 Antitrust policy as stated in s05.01 of the Governance and Operations Manual (GOM)

Christol read the Anti-Trust policy.
Management Minutes Approval 2/8/2022Minutes approved by consensus.
Bob DCDex and attachment section modification and clarity

NIB to ballot the draft portion of cDEX in May 2022 - Bob Dieterle

Originally support for attachment - information for claims and prior-auth. Got taken out and added it back in as "draft" as part of cDEX

PIE WG have concern with the clarity on how to use FHIR to handle attachments -

Legislative agenda  calls for Attachment NPRM for 2022 expectation is it will reference X-12 and CDA

ONC put out an RFI on prior-authorization including referent to attachment

Would like to finish the guidance as draft and publish cDEX

Request id to take the draft portion (e.g. attachment) to ballot in may 2022. Hoping to have this for CMS and ONC consideration

Bob Motion to approve NIB for taking cDEX to May ballot scoping only the draft attachment portion; Jay second; No further discussion; Vote: 0 abstain, 0 Against, 7 for.

For PIE workgroup, Bob motioned to approve for May ballot which include changes to attachment section, Durwin seconded.  Andrea and Serafina abstained.
