Final persona is gap in coverage.  Pat will make corrections to the diagram.  Much discussion over the question of payers keeping QHP data alive.  Bob, Amol and Laurie agreed that policy should not be written into the implementation guide and only provide support for consent and privacy.  Clarity is needed from CMS for challenging coverages, such as same payer, but different plans.  Should there be a master ID to have access to both?  AMA has a specific case that would benefit from "tighter" language without dictating policy.  Education is not part of the guide.  The document is complete as far as PIE is concerned.  The AMA concerns will be tabled for a FM Workgroup call.

Bob and Viet are SMEs for PDex and clinical side of USCDI.  Lenel mentioned that a valid profile of USCDI was built for payers.          

Lisa made the motion to accept document as complete and send to Carin BB and FM Workgroups for approval on future call.  Lenel seconded the motion.
