New HL7 Antitrust Policy

The HL7 Antitrust Policy was approved as part of the last GOM revision (section 05 Antitrust compliance). The following must be added to the minutes for each meeting.

              Professional Associations, such as HL7, which bring together competing entities are subject to strict scrutiny under applicable antitrust laws.  HL7 recognizes that the antitrust laws were enacted to promote fairness in competition and, as such, supports laws against monopoly and restraints of trade and their enforcement.  Each individual participating in HL7 meetings and conferences, regardless of venue, is responsible for knowing the contents of and adhering to the HL7 Antitrust policy as stated in s05.01 of the Governance and Operations Manual (GOM)

Mark reported on the Real World Testing of the CARIN IG for Digital Insurance Card

    • Connectivity was an issue but once connected participants were able to get tokens with no issues.
    • Went well over the minimum threshold of 3 at 80%
    • Scripts are available

Mark provided a round-down of Blue Button updates

    • For additional follow-up Cory and Amol are available
    • There were significant conversations and additions with security on STU2 changes since v1.10

John Kelly spoke to costly chart pull/chart case dilemma for payers

    • JK spoke to payers looking to ROI payers invested in this
    • Correct diagnosis for better Medicare/Medicaid reimbursement and how FHIR can help
    • Asked if the PIE WG has interest in the chart pull dilemma
      • We decided to continue discussion at the next meeting

Quality reporting for Race/Ethnicity and SDOH data.

In the last month, a variety of industry issues were shared within Gravity Project that include R/E & SDOH data and quality reporting in 2022.  Attached and below and links for information these key data exchange topics.

  • Industry link to NCQA request for comments on proposed Health Equity Accreditation
  • Three attached files:
    • Grantmakers-in-Health,  NCQA, “FEDERAL ACTION IS NEEDED TO IMPROVE RACE AND ETHNICITY DATA”  
    • NCQA Issue Brief, June 2021: Health Equity and SDOH in HEDIS – see pages 5-9

Lenel James spoke to the Health Equity Accreditation Plus Public Comment: November 9, 2021-December 17, 2021 and items that speaks to race and ethnicity information being carried by payers to qualify for this accreditation

    • Note: The way it's done in v2, and CDA, and FHIR are close but different enough so if recipients of data from those three sources will quickly find mapping issues
      • The suggested solution is to reference the Gravity IG for capture of race, ethnicity, and provenance
      • This data can be used to address disparities
      • Included in Gravity for early use
        • End game is US Core ballot anticipated for May
