New Implementer Support / Questions

PDex - Update on the payer to payer consent and membermatch updates per feedback.

Reviewing the work created in HRex (Parent IG) for Payer to Payer exchange and getting patient consent.

http://build.fhir.org/ig/HL7/davinci-ehrx/consent-oauth.html

Addresses 4 areas in picture above.  See some notes from HRex review here:

  • Verify partner and trust for exchange.
  • Member Match.
  • Consent.
    • Non-Sensitive data - based on laws, two levels of sensitive data
    • Using token for authentication and Authorization
  • Exchange Info

Yes, this can be used for the Payer to Payer 1/1/2022 requirement.

This is the evolved solution for the Member-Match that was in the IG previously based on feedback from many national payers that are planning to implement this approach.

We have it, but we aren't telling people when to use it.  Don't have an answer yet, but Bob is thinking something like "If you are using membermatch, that you shall use this."  If you are using MemberMatch, then it would be required to do it this way.

Update on PDex IG that Mark has made.

Mark shared an update on recent changes.

Note: Based on the 3.1.1 version of USCore and not changing in this update.

We are pursuing an STU Update. See here: http://build.fhir.org/ig/HL7/davinci-epdx/ChangeHistory.html bascially section 9 from table of context. linked back to the JIRA tickets that pertain to the changes made.

Implementer Support question

Discussion about using USCore and the convention of not constraining there. US Core Encounter Profile -

e.g. Diagnosis backbone element.

Reason reference US Core Condition of procedure but htey just refernece observation, that allows you to do vital signs, diagnostic reports, etc.  They are all derivatives of that observation.

They did not constraint observation there because there are observations that are outside USCORE, based on industry feedback they would exclude sharing certain data.

Next Week

Review and Feedback from homework for all to review this http://build.fhir.org/ig/HL7/davinci-ehrx/consent-oauth.html and give us your thoughts on requiring this approach (for those that are using membermatch.)

 Adjournment

Adjourned at 12:36pm EST.
