2 | ONC Trusted Exchange Framework and Common Agreement (TEFCA) Recognized Coordinating Entity (RCE) final draft of the Qualified Health Information Network (QHIN) Technical Framework | Policy Committee request for WG comments: ONC Trusted Exchange Framework and Common Agreement (TEFCA) Recognized Coordinating Entity (RCE) final draft of the Qualified Health Information Network (QHIN) Technical Framework. Your input to the HL7 policy advisory committee (PAC) should be submitted to Tricia Gerber and me no later than COB Friday, August 27th, 2021. - The QHIN Technical Framework (QTF) specifies functional and technical requirements for information exchange including privacy and security steps, approaches for identifying and authenticating exchange participants, how to conduct patient discovery and identity resolution, and support for required exchange protocols. QHINs will be responsible for routing queries, responses, and messages to and from their participants.
- In considering your proposed HL7 comments the PAC asks you to focus on and emphasize elements to include or points to consider in a FHIR Roadmap for exchange (including potential recommendations for cross-domain FHIR based exchange), as requested by the ONC RCE, in addition to considering comments on the existing and legacy set of frameworks, profiles, and methods for information sharing under TEFCA using HL7 CDA XML document based exchange.

- New question for the CQI Measure Developers and CDS artifact creators - QI-Core contains a profile for Claim pointing to the FHIR Claim resource, but not the result of the claim adjudication (ClaimResponse) which include justification.
