3a. Project Scope
The project is composed of two phases:
1. Creation of a tutorial focusing on CDA R2.1 enhancements and changes. Useful for general interest and CDA IG Developers. Assumes that participants have taken the CDA R2.0 tutorials or have had equivalent experience.
2. The creation of a new CDA R2.1 certification exam, which verifies competency with the CDA R2.1 standard for those developing CDA R2.1 implementation guides.

Phase 1
1.1 Identification of the learning objectives, scope and target audience, etc. For creation of a new tutorial at HL7.
1.2 Completion of the CDA R2.1 tutorial content and associated materials.
Phase 2.
2.1 Establish project detail plan, once need for exam has been established.
2.2 Creation of a new exam, contains CDA R2.0 questions which are still valid and additional questions from the new standard. Likely estimated at 70%-80% (old) 20%-30% (new) content.
