3a. Project Scope
Develop two parallel implementation guides for Dental Data Exchange:
• HL7 Implementation Guide for CDA Release 2: Dental Data Exchange
• HL7 Implementation Guide for FHIR R4: Dental Data Exchange
The guides will specify exchange standards for sharing information between dentists and other dental providers as well as between medical and dental providers.
The focus of the CDA development is to develop the necessary CDA templates and supporting implementation guidance to establish a new Document Template based on the existing C-CDA 2.1 CCD document template to contain the discrete Dental Data called for in the ANSI/ADA 1084 standard. The ultimate objective is to publish an HL7 CDA Implementation Guide that provides a Dental CCD document template and supporting section and entry templates.
The FHIR IG will be based on the same requirements as the CDA based Dental Information Exchange IG. This dual IG will also include bi-directional transforms from CDA to FHIR and FHIR to CDA.
3b. Project Need
There currently does not exist a standard for the exchange of discrete dental observations between dental providers. While some Dental EHRs have implemented the C-CDA for data exchange, it was built primarily for medical care, and does not include the structured data elements necessary for use by dental providers.
Sharing dental information exchange between the medical and dental community is limited to exchanges using paper or attaching pdf documents to a secure email and sharing directly. Creation of a dual electronic exchange in both FHIR and CDA will provide new implementers flexibility in technical approach.
