Welcome and agenda review

Agenda review and plans for the week

  • The closing wrap up will be moved from Thursday Q3 to Thursday Q2
  • The immunization roundtable on Wed Q2 is still happening if anyone is interested
  • The CDS FHIR IG (Wed Q4) does have a Confluence page with proposed dispositions
    • Folks can review in advance
  • The harmonization process is moving to the UTG (unified terminology governance) process, this new process will reduce the role of individual work groups (which is now part of WG health metrics)

Review and approve M&C/DMP/3-year plan

  • Review Formal HL7 Relationship section of the M&C and wordsmith
  • Minor tweaks were made to harmonize wording in the different sections of the Mission and Charter (see Confluence page history for details)

Expectations to review FHIR IGs before balloting begins

  • FHIR leadership is working to develop better FHIR IG templates so the content and look and feel are more consistent
  • They also concerned that HL7 lacks enough FHIR IG knowledgeable people to meet the future need to publish, QA and review IGs
    • They will be working to expand the pool of people capable of producing quality IGs
  • The FMG is also developing ballot expectations (which will later be extended to other product lines)
  • The Public Health WG will be requiring future FHIR IGs that we sponsor to undergo a more rigorous pre-ballot review process by the WG to make sure the ballots are of a good quality before going for ballot
    • We will be inviting the project team to present their IGs on one or more calls so that the PH group can get a feel for the content and so that we can verify that basic content and functionality is present
  • FHIR IG project teams are highly encouraged to familiarize themselves with the FHIR balloting schedule (see the HL7 calendar) and to follow FHIR Zulip to ensure they are aware of any changes in requirements
    • The PH WG will expect project teams to meet the FHIR designated QA review deadline. Project teams should not expect the WG to approve the later QA review deadline. 

Question about what to do with an IG that is expiring but the project team doesn't want to move to normative or do another ballot cycle

  • The CDA vital records death reporting will expire Sept 18 2019 (STU 2.1)
    • Created in 2015
    • Updated as a dot release in 2018  (didn't change the expiration date)
  • There are no plans to go back to ballot as either an STU or Normative right now
  • Our suggestion is to request another extension
  • Similar v2 and FHIR IGs also exist
    • States can decide which product line to adopt
    • NCHS is seeing interest in either v2 or FHIR
      • No pilots so far for CDA
      • There is an IHE form based on the CDA
        • This is for form pre-population
  • In general it seems that the available STU periods are much shorter than the actual adoption and implementation timelines in Public Health
