Zoran provided review with comments on decision and documents page. Ricky describes project.

Zoran: What kind of size of data transfer are you expecting? Ricky: It can be essentially the maximum is all the data stored in an existing FHIR server, which could be millions of patients. Currently working with Boston's Children's to test this out with their production data, which is tens of thousands of patients. No reason why this couldn't be used for millions of patients. Discussion about transfer between hospital and research organization, for example. Ricky reports that third parties who get data from a provider organization would have access to data only for their covered lives or patients they insure. Same access rights and patterns would be followed. Wayne states that consent wouldn't really apply to bulk data.
