ANSI Anti-Trust Policy:
Professional Associations, such as HL7, which bring together competing entities are subject to strict scrutiny under applicable antitrust laws. HL7 recognizes that the antitrust laws were enacted to promote fairness in competition and, as such, supports laws against monopoly and restraints of trade and their enforcement. Each individual participating in HL7 meetings and conferences, regardless of venue, is responsible for knowing the contents of and adhering to the HL7 Antitrust Policy as stated in §05.01 of the Governance and Operations Manual (GOM).

- plan point to activity and any eventpattern resource ca be used
- activityDefintion does not have action backbone, so only applies to plan
- sending a message is a sibling to actions, but it is not an activity
- activity is usually done by practitioner or practitionerRole
- ActivtyDefinition points to request resources
- The same should apply to Questionaire
- So we should remove MessageDefintion.parent, since an activityDefinition’s outcomes are requests, not events and planDefinition has been updated to point to messageDefinition and we don’t want a circular reference
- Proposed resolution:
- Remove MessageDefintion.parent
- Ask CDS to take a look and double-check us
