Discussion 40778 - 

Coverage status should allow "unknown".  The issue is not about active coverage but rather the resource. Is it possible to not know the status? The sender should always have the status of the records. If this is for public health purposes, the likelihood is they would not request coverage. Added question in comment section in JIRA to Lloyd M. (the ticket submitter) asking for an example for when the status would be unknown to the sender. 

General Discussion:

• General discussion about Invoice.
• Encounters. How to define the number of encounters. In the line item there is a charge item that is linked to encounter. But is it better to keep at header? How is the information represented to the user?
• "Statement" will be a Resource in the the future.
• Insurance Plan is being refactored. It currently includes the benefits as well as the risk allocation/cost structure. In future it will be called insurance product for the coverage side, and insurance plan for the payment side. Each plan will point back to risk.
