Professional Associations, such as HL7, which bring together competing entities are subject to strict 
scrutiny under applicable antitrust laws. HL7 recognizes that the antitrust laws were enacted to promote 
fairness in competition and, as such, supports laws against monopoly and restraints of trade and their 
enforcement. Each individual participating in HL7 meetings and conferences, regardless of venue, is 
responsible for knowing the contents of and adhering to the HL7 Antitrust Policy as stated in §05.01 of 
the Governance and Operations Manual (GOM).

HL7 ANSI Anti-Trust Policy

HL7 adheres to the ANSI Anti-Trust policy.  We should avoid sharing any information on this call that could be interpreted as anti-competitive.  If there are topics that you don’t normally speak about in other public settings, such as conferences or trade shows, then it’s probably best to save those topics for another time as this is a public call. If you have any questions you can refer to the GOM section 05.01 or consult your companies legal division.

  • Helios Data Review was provided by Craig Newman who represents Helios FHIR Accelerator. Working on the accessibility in bulk of data in Public Health systems and looking specifically at immunization data as a use case.  Suggestion was made for CG’s group to take a look at IG for bulk data access and see how well it fits PH immunization use case.  Will have track at Connectathon for vendors and states to run through.
    • Use cases
    • Presented anticipated data flow which covers Requester pinging immunization information system for data and making available to authorized user. Includes creation of list of patients.
    • The team has developed a Project Scope Statement to put together an IG which will mostly be a guidance document.
    • Stanley….could the use case be more generic and cover getting info from any registry. Answer—Yes
    • RD…Why should there be a separate guide since there is already a bulk IG
      • .Ans. Think there may be some gaps.  Eg.  Requestor and Responder may not have same identifiers for patients
    • RD: Viet leading a session on bulk matching.  It is a generic problem.
    • CN--Is WG interested in being an Interested Party?
      • WG…After discussion PIE decided we should be an interested party to see how it aligns with member attribution.

HL7 Update COVID Policy


January 2023 Working Group Meeting and FHIR Connectathon Guidelines

The HL7 meeting policies are predicated on our wish to provide a safe environment for all of our attendees and staff.

After reviewing the most current evidence provided by public health and safety experts, the HL7 International Board of Directors has determined that the January WGM and FHIR Connectathon can be the most productive, interactive and safest events possible by enacting the following policy:

  • Proof of vaccination is not required
  • Masks are strongly encouraged but not required
  • All attendees are expected to be free from active COVID19 infection. We will not ask for evidence to demonstrate this. We will provide onsite testing kits at a nominal cost if you wish to avail yourselves of testing.
  • Should any attendee test positive with COVID, they are not allowed to attend any HL7 activities.  
  • If HL7 becomes aware of a potential COVID exposure which occurs during the event, all attendees will be alerted, allowing attendees to modify their behavior as they feel comfortable
