Antitrust Statement

Professional Associations, such as HL7, which bring together competing entities are subject to strict 
scrutiny under applicable antitrust laws. HL7 recognizes that the antitrust laws were enacted to promote 
fairness in competition and, as such, supports laws against monopoly and restraints of trade and their 
enforcement. Each individual participating in HL7 meetings and conferences, regardless of venue, is 
responsible for knowing the contents of and adhering to the HL7 Antitrust Policy as stated in §05.01 of 
the Governance and Operations Manual (GOM).

IPA Project Update

HL7.FHIR.UV.IPA\International Patient Access - FHIR v4.0.1

  • (Virtually) all ballot comments are resolved. We're very close to publication. 
  • We're conducting a very thorough qa review before requesting publication, including a profile by profile comparison against a handful of relevant IGs (at minimum: IPS, US Core, CA-Baseline). 
  • Following this review, we're request publication. Optimally, we'll publish before EoY.

  • Brian's Jira to keep Citation

Brian: Citation is core to EBM. Without a FHIR Citation resource, we'd need something that's not FHIR to represent a citation. It's not an up or down vote on Citation resource; rather, it's about EBM resource as FHIR or perhaps create a new/alternate "sibling" data structure with it's own management processes. Does HL7 or FHIR want to take on the creation of a new specification (product family?) and subsequent committees, etc?

This should be a conversions and decision with FMG, not just CDS. 

Does the CDS WG have a recommendation for the scientific evidence representation or evidence-based medicine representation in FHIR?

  • Bryn:
    • The CDS  WG believe that EBM is appropriate in FHIR because it's necessary to fully model a continuous quality improvement lifecycle in a learning health system in healthcare. CDS strongly supports FHIR resources that aren't centered on a patient.
    • Personally, I'm concerned about the size and complexity of the Citation resource, but that's a totally different discussion from the question of its existence.
    • Citation exists because of our underlying principle to support computable representation of knowledge in FHIR. 
    • We'll reach out to FMG to potentially specify a WGM quarter for this conversation. 
  • Brian to take next step of drafting a proposed disposition on FHIR-39093 - Getting issue details... STATUS
  • Bryn, following Brian's disposition to ask FMG for time during Jan WGM.
