Professional Associations, such as HL7, which bring together competing entities are subject to strict scrutiny under applicable antitrust laws. HL7 recognizes that the antitrust laws were enacted to promote fairness in competition and, as such, supports laws against monopoly and restraints of trade and their enforcement. Each individual participating in HL7 meetings and conferences, regardless of venue, is responsible for knowing the contents of and adhering to the HL7 Antitrust Policy as stated in §05.01 of the Governance and Operations Manual (GOM).

  • Late cycle consensus group voting is now open through October 14, 2022 - HL7 FHIR® Release 5
  • FYI - US Design meetings in preparation for January ballot (incorporating USCDI v3) occur every 1st, 3rd, and 5th Thursday 1-2 PM and full Cross-Group Projects calls occur every 2nd and 4th Thursday at 1-2 PM ET.

2HL7 WGM Summary and Connectathon 

Vote to approve the Sept WGM meeting minutes:

Floyd moved and Juliet seconded a motion to approve the WGM minutes as written with no changes.  Motion passed 11-0-0.
3New project/ proposal review

comment on all Proposals and only Vote on the PSS if it includes our WG as a co-sponsor or interested party

  • PSS-2121 FluSurv-NET on FHIR (due 10/10)
  • PSS-2122 FHIR Representation of Eligibility Criteria for Clinical Trials (due 10/13)

Brian Alper (balper@computablepublishing.com)
provided an overview of PSS-2122 FHIR Representation of Eligibility Criteria for Clinical Trials.  Group resource getting extension to look at eligibility for clinical research trials.

     Rob McClure and Bryn Rhodes state they agree that CQI should consider co-sponsorship of this project given that it closely relates to our work and measurement related concepts.  Concern over band width in the CQI work group to be a successful co-sponsor of this work.  CQI asking that Brian and others bring the work back to CQI as needed for modeling support.  Ultimately decision was that as available, folks from CQI would attend as able.  Bryn motioned and Peter seconded a motion to make CQI a co-sponsor of the project 16-2-0.


PSS-2121 FluSurv-NET on FHIR the group reviewed and agree that becoming interest party was the most reasonable approach.

  • FHIR-36210 Clarify semantics and constraints for mixed-scoring type measures (Bryn Rhodes)
  • FHIR-37988 - evaluate-Measure operation restricts Out parameter to single MeasureReport but when Provider IN Parameter is used, it could be more APPLIED
Bryn stated that the first two trackers (34351 and 36210) are still in the same state and require a discussion with Rick Geimer on the concerns.  The last item was included as informational and does not need discussion.

FHIR 38182 was discussed, voted and approved.  There is confusion with IG users when the profile name for negation does not accurately reflect the name.

7DEQM IG/ Gaps in Care

    • FHIR-37969 Need a way to specify when you are using DEQM and base FHIR Operations, you still use DEQM specific profiles (Linda Michaelsen)
