Professional Associations that bring together competing entities, such as HL7, are subject to strict scrutiny under applicable antitrust laws. HL7 recognizes that the antitrust laws were enacted to promote fairness in competition and, as such, supports laws against monopoly and restraints of trade and their enforcement. Each individual participating in HL7 activities, regardless of venue, is responsible for knowing the contents of and adhering to the HL7 Antitrust policy as stated in §05.01 of the Governance and Operations Manual (GOM).

Update
Helios Bulk Data Project
  • Setup some focused discussions with architecture for an IIS. Not too proscriptive but what may be required. Look at the existing FHIR Bulk IG. To see if there are any holes. Need to take a look at the US Core Immunization Resource. Does it contain all the items that we expect to need? Reaching out to major vendors, AIRA and CDC. Expect to hear from Helios project. Any others we should reach out to? 


Primary Source issue
  • Any more questions or concerns on tickets? They were approved by Public Health yesterday.
  • Craig is working to get these applied. Some are applied, but work is ongoing.

    • Jose wants to point to the protocol used for deciding on the vaccination. 
    • Agreed to added two new fields, but now Lloyd indicate there is an issue. Craig is waiting for Jose and Lloyd to sort out the issue and then go for a vote in Public Health.

    • Craig reviewed the current situation. 
    • Want to clarify the definition before it goes out to ballot. 
    • Current definition: Indicates whether this record was captured as an original primary source-of-truth record rather than a secondary 'reported' record. A value "true" means this is a primary record of the immunization.
    • Possible interpretations
      • Source of the original data
        • May be useful for evaluating the quality of the data
      • Relationship of the system to the data
        • May be useful for downstream activities such as inventory decrementing
    • When the "system" is the one that first records the data the two interpretations merge
    • Possible updated definition: Indicates whether this record was captured as an original primary source-of-truth record rather than a secondary 'reported' record. A value "true" means this is a primary record of the immunization.
    • Provenance may be a third concept
