Project change to FHIR IG
On the June 2nd Consultant Pharmacist Interoperability call, the group discussed the FHIR IG v Guidance Document issue and decided to stay with a guidance document. FHIR IG work has been suspended.
During the May 2022 WGM Pharmacy WG Thursday Q2 session, there was considerable discussion on changing the final output to a FHIR IG. This would retain all of the current content - C-CDA and FHIR. The primary driver was a FHIR IG is more likely to be visible to FHIR developers - they know to search for FHIR IGs and probably would not consider searching for guidance documents.
Changing to creating a FHIR IG requires:
- change request for PSS
- request for approval to create a FHIR IG
- request for HL7 GitHub repository for development of the IG
- transfer of existing content to the IG
- establishing the software environment to produce the IG

Initial port of Guidance Document to FHIR IG
Project Scope Statement
This project will create a joint HL7/NCPDP Consultant Pharmacist Consult Note guidance document. The guidance document will address the use of either CCDA Consult Note or FHIR Consultation Note Profile. This will be a guidance document, not an implementation guide or FHIR profile.
This project will create a joint HL7/NCPDP Consultant Pharmacist Consult Note guidance document. The guidance document will address the use of either C-CDA Consult Note or C-CDA on FHIR Consultation Note Profile. This will be a guidance document, not an implementation guide or FHIR profile.
Previously, NCPDP published the NCPDP Consultant Pharmacy Consult Note guidance document to address how C-CDA Consult Note is to be used to address Consultant Pharmacy reporting requirements..
This project will update the NCPDP Consultant Pharmacy Consult Note guidance document as described above to address both the C-CDA Consultation Note and the C-CDA on FHIR Consultation Note Profile. The product of this project will be published as a joint NCPDP/HL7 document.
Note: Initial review has not revealed any additional constraints or extensions on the FHIR Consultation Note Profile, thus allowing this project to just produce a guidance document. If constraints or extensions become necessary, then a FHIR profile will be developed and jointly published, following HL7 processes to revise a project.
