GOC Issue IssueMinutes 2019-02-19Status
1901003All leadership elections occur once a year. Can co-chair elect participants come to the co-chair meeting at the WGM. Should we move forward with this, we need to (1) ask the TSC to weigh in (2) determine pool of voters for co-chair voting. All on the call agree to move this forward.
  • Comment received
  • Distributed to PIC - PIC call yesterday
    • Misunderstanding - thought Co-Chair term of office was being changed to 1 year - that is not the intent
    • Co-Chair elections have not been changed
    • Look at wording to make sure this is clear
    • Interim co-chair election - should be added to the DMP
      • clarify how long the term will be - has been cleared up with Lloyd's comment
        • PIC thought that someone may be not be able to commit to the length of the cycle
        • Interim serves until next election
        • PIC recommendation that WG have ability to flex the length of the Co-Chair in their DMP
    • Suggested poll to membership about if the co-chair elections should be changed to Annual
    • HL7 having issues in getting Co-Chairs - not sure if this change will impact this
      • Peter - sympathetic with Chuck's position.  Not sure that this change will impact number of people running for Co-Chairs
      • Chuck - could push it out and see what happens
    • Maybe there needs to be an article in the newsletter on the process of how this change will be made
    • There may be situations where there is no staggering - need to address this - Work Groups may have to deal with this
    • Hans - okay with this moving forward
      • don't see any down sides about doing this
    • Agree to move forward to the EC

TBCMerging WGs and what happens to the projects. Can they be assigned to other WG? There is enough info in the GOM to cover this, but we may wish to add some clarifying information on the forms.

1901005GOM does not allow TSC to rapidly react to situations requiring technical decisions. Some concerns about this. Must be transparent and clear. Some distinction between the GOM being silent on an issues vs. the TSC taking action that is in conflict with the GOM. In both instances, TSC should communicate changes to GOM. Maintenance section of GOM may need to be changed.
