Position Description

1.           Overview

1.1.      Title

HL7 Vulcan Technical Project Support

1.2.      Contract Period

Commencing January 1, 2022 for 6 months, renewable on a 6-month basis.  Proponents should specify if they are available in December to be part of January Connectathon planning discussions.

1.3.      Role(s)

There are 2 current HL7 Vulcan Projects seeking support between 25-50% availability each.  This position can be filled by 1 person (50-100% availability) or 2 persons (between 25-50% availability each).  Respondents should note if they are able to support 1 and/or 2 Vulcan projects based on their own availability.

1.4.      Reporting Relationship

Reporting to Vulcan Project Leads for day-to-day direction, but contractually to Michael van Campen, Vulcan Project Manager.

2.           Position Overview

The Vulcan Technical Project Support resource (“contracted resource”) will assist the Vulcan Projects across a series of activities that will allow the projects to focus on creating base content and reviewing drafts of project deliverables, leveraging subject matter expertise from the projects themselves for key content and reviews.

Proponent’s Delivery Approach

1.       Work with the Vulcan Project to understand & analyze current state, key project objectives, timelines, approaches, risks, etc.


2.       In concert with the Vulcan Project Lead & Vulcan PMO, develop / adjust plans to ensure project will develop key outputs (e.g. implementation guide(s)) in a timely fashion, including stakeholder engagement.


3.       Facilitate / organize content creation by Vulcan Project stakeholders.


4.       Create drafts of key project deliverables, including but not limited to HL7 Implementation Guides, project presentations and status reports.


5.       Create key ballot documents as per HL7 processes and procedures.


6.       Facilitate review sessions with Vulcan Project stakeholders & adjust deliverables, as necessary.


7.       Organize activities surrounding the Vulcan Project’s participation in HL7 Connectathons.


2.2.      Key Experience

Vulcan is looking for an experienced resource (or 2), as noted in the experience requirements noted in the table below.  Some requirements are noted as preferred, and Vulcan reserves the right to contract separately for these skills.

1.       HL7 Implementation Guide tooling.


2.       HL7 Implementation Guide development & knowledge of process & content.


3.       HL7 FHIR knowledge.


4.       HL7 FHIR use in EHR systems and implementations.


5.       Facilitation of stakeholders.


6.       HL7 Connectathon, including organization, outreach, leadership, orchestration, etc.


7.       HL7 Ballot process.


8.       HL7 Working Group engagement.


9.       [preferred] Understanding of clinical research interoperability standards requirements, existing standards and methods such as CDISC, SDTM (please specify others).


10.   [preferred] HL7 development tools such as FSH (FHIR Short Hand) and SUSHI (SUSHI Unshortens Short Hand Inputs).


11.   [preferred] Knowledge of Vulcan Real World Data & Schedule of Activities projects.


2.3.      Qualifications

Key Qualification

Proponent’s Experience

1.       BA/BS required, advanced degree a plus.


2.       At least 10 years of experience, including program and project management, standards development, and business analysis in a professional technical environment.


3.       At least 5 years of experience in clinical research and related domains.


4.       At least 5 years of Health IT experience.


5.       At least 3 years of experience with HL7 standards development, including ballot submission / reconciliation processes.


6.       Familiar with software development and web technologies (please specify).


7.       Strong problem-solving skills and willingness to roll up one’s sleeves to get the job done.


8.       Strong organization skills and proven ability to work independently.


9.       Excellent oral and written communication skills.
