Professional Associations, such as HL7, which bring together competing entities are subject to strict scrutiny under applicable antitrust laws. HL7 recognizes that the antitrust laws were enacted to promote fairness in competition and, as such, supports laws against monopoly and restraints of trade and their enforcement. Each individual participating in HL7 meetings and conferences, regardless of venue, is responsible for knowing the contents of and adhering to the HL7 Antitrust Policy as stated in §05.01 of the Governance and Operations Manual (GOM).

    • To develop a THO Artefact Versioning Policy which addresses the versioning of all THO artifacts (e.g. THO Releases, HL7 Code Systems, External Code System Metadata Records, etc.)
    • Determine additional policies to enable better version management of THO Artifacts e.g. excluding particular FHIR data elements
    • Recommend the above policies to the TSMG for deliberation and ratification
  • Noting scope change to include 'Using X with FHIR pages'
  • IMPORTANT NOTE: We will repurpose this call next week to discuss the duplicate code systems and value sets across FHIR core and THO
External Code System Metadata Records

  • Started working on policy page: THO Artifact Versioning Policy: External Code System Metadata Records
    • Completed recommendations for data element changes
    • Still need to review Other Changes section
  • FOR DISCUSSION
    • Do we cater for the additional fields will be added (potentially in the next version of THO): HTA External Code System Information mapping to a FHIR CodeSystem and NamingSystem resource pair
      • Yes, we will 
    • Do we version a particular External Code System's Metadata Record (a FHIR CodeSystem resource) and the corresponding Identifier Record (a FHIR NamingSystem resource) together?
      • Reminder that NamingSystems will likely go away since CodeSystems will support alternate (i.e., non-preferred) identifiers
      • We don't need to version them together with this plan that they will go away
    • How do we handle the Organizations referenced?
      • Don't like the idea of using contained resource for Organizations
      • If we don't, we need to add these as resources to THO
      • We don't necessarily need to list them on a tab, but can link to them from the appropriate resources
      • Will need to determine changes required for rendering them
