Professional Associations, such as HL7, which bring together competing entities are subject to strict scrutiny under applicable antitrust laws. HL7 recognizes that the antitrust laws were enacted to promote fairness in competition and, as such, supports laws against monopoly and restraints of trade and their enforcement. Each individual participating in HL7 meetings and conferences, regardless of venue, is responsible for knowing the contents of and adhering to the HL7 Antitrust Policy as stated in §05.01 of the Governance and Operations Manual (GOM).

    • To develop a THO Artefact Versioning Policy which addresses the versioning of all THO artifacts (e.g. THO Releases, HL7 Code Systems, External Code System Metadata Records, etc.)
    • Determine additional policies to enable better version management of THO Artifacts e.g. excluding particular FHIR data elements
    • Recommend the above policies to the TSMG for deliberation and ratification

  • For each in-scope artifact
    • Agree wether versioning is required for the artifact.
    • Agree which stakeholder/s are responsible for assigning the version e.g. change requesters, the UTG/THO currator, TSMG, etc.
    • Agree how the version is asserted.
    • Agree what the version represents e.g. version of a THO record, version of a terminology artefact e.g. value set or code system, etc.
    • Agree on the version value format e.g. YYYYMMDD, MAJOR.MINOR.PATHCH (SerVer-like)
    • Agree initial value for new instances.
    • Agree if and how changes to the artefact affect the version value
    • Summarise all agreements in a dedicated confluence page
  • The collection of confluence pages then forms the policy for submission to the TSMG.
