New Work Group Request: Patient Empowerment (PE) WG, proposed to be under the Administrative SD

Patient Empowerment WG

refer to telecon: I'm concerned about this being a Work Group - patient empowerment and advocacy cross all Work Groups and HL7 as an organization.  I strongly support including the patient perspective, but I don't believe it should be a WG.  I don't believe the Board passed a motion supporting the formation of a WG.  This was the Motion that was passed - "Whereas the HL7 board recognizes the importance of the patient voice in the activities of the org, it will initiative development of a plan to further engage patients in its work" . We need to find a way to include the patient voice, but I do not support a WG to do this - it isolates the discussion to the Administrative Steering Division as proposed. We need to make sure that the individuals that are listed to be part of the membership or interim co-chairs are actually HL7 Members.
refer to telecon: I'm not sure that a WG is the correct venue for getting the patient perspective in our standards. This needs a lot of discussion.
refer to telecon: Comment by John Roberts with vote to refer to telecom: I an in favor of the Work Group organization but recognize that it is a close call. Assignment to the Administrative SD should be reviewed as well -- the Clinical SD may be more appropriate.
refer to telecon: “As well, an increasing number of patients are moving to take advantage of HL7 interfaces to help understand their current health state and to take greater control of their care.” I find that hard to believe. “Patients need a voice at the table around the standards because they are the end user of most of the HL7 standards. “ Not really. While patients do indeed see the end-product, the majority of patients (and quite a few IT folks) don’t know a hemoglobin from a hobgoblin , and equate FHIR to a campstove for ice fishing.

refer to telecon: GOM revision 1909008 - lines 13-15. This restricts requesting the results of an election to named voting representatives of Affiliates, but we allow affiliate members to stand as co-chairs and to vote on elections. It seems wrong that I can be a co-chair but not request election results. I am ok with the other revisions - it is hard to comment when we lump them all together
