Occupational Data for Health (ODH) code system and value sets. NIOSH is responsible for the ODH and is one of the centres of the CDC.
HTA is to engage the code system owners to capture metadata/information about an external code system to ensure correct and consistent referencing of the code system - in particular the URL/URI to be used in FHIR specifications. The single source of truth will "THO" - firstname.lastname@example.org
Will create an HTA page for CDC ODH with NIOSH on the HTA External Terminologies pages and then take this forward to THO

Principal notion - terminology is a utility. In context for this discussion, am essential utility produced as a service for it to record as aspects of healthcare. This notion is agreed upon amongst HTA.
LJ - slides look like they capture the concepts of Terminology Governance accurately. Suggested perhaps identification of work groups, and individual members, via TSC to aid in work that needs to be done.
JJ in response to SM question on Direction through prioritization - Governance sets the priority of how resources are spent. With our (HTA and HL7) limited resources, we need to prioritize based on the requirements and need of the enterprise (e.g., code system identification prior to value set definition).
DG - In the abstract, Julie is proposing an abstract framework describing the terminology methodology and governance tasks that need to be done. Further, then HL7 reviews the document (mission and charter) about how to operationalize that framework.
RD and CM
Current state is not going to suffice. Not convinced concerns can be separated. Lack of volunteers alone means a single individual or group ends up with all three areas of concern. Fewer concerns separated or a fundamental change is required.
