Scope/domain statement for the code system

The ATC/DDD system is a 5 level hierarchical classification of active ingredient substances used in medicinal products.  It is designed to serve as a tool for drug utilization monitoring and research in order to improve quality of drug use.  One component of this is the presentation and comparison of drug consumption statistics at international and other levels.purpose Consider differentiating between scope and purpose for CodeSystem as with ValueSet.  Current HTA content not consistent with contents of this item.descriptionSee note for CodeSystem
