DICOM® (Digital Imaging and Communications in Medicine) is the international standard to transmit, store, retrieve, print, process, and display medical imaging information.
DICOM primarily adopts existing codes from SNOMED, LOINC, UCUM, IEEE, etc. into DICOM code sets referred to as Context Groups (CIDs). DICOM also defines new codes for concepts that do not clearly fall into those other coding schemes.

Small changes, such as adding or correcting codes, are called Change Proposals (CPs) which are processed by DICOM Working Group 6 (WG-6). https://www.dicomstandard.org/submitcp
