  6. STU Comments - (getting some prepped for discussion here)
    1. Emma Jones Companion Guide Comments
      1. 1947 - this was mentioned on the  call, but it has a resolution from
      2. There was talk that Emma may also have additional STU comments she was going to log.
        1. There is still a question about what we need to do with this one that I think revolves around the errata sheet vs errata release question. Will put it on next agenda.
    2. 1945 - Hospital Discharge Diagnosis
      1. logged by Brett Marquard - proposal to modify language so it aligns better with QRDA/FHIR
        1. We need Brett for this one and we need to take a closer look at what is being proposed here.
        2. We will move to next agenda
    3. 1942 - Comment Activity text order update for clarity
      1. logged by Lisa R. Nelsonon  in response to a query by David Riddleduring SDWG call. (logged by Lisa, but we don't necessarily need Lisa for this one)
        1. We need a little research to see how it is entered in Trifolia. Is there a difference in how it is perceived in either one.
        2. The way it is structured felt confusing vs. interpretation. The redundancy in the first one.
        3. Need to find out from Sean McIlvennaif this is a redundancy from the tool and if there is any way to adjust this.
    4. 1922 - ConfidentialityCode - Null Values
      1. Submitted byNick Radov - required field with a ValueSet binding. Little reason to use NullFlavors
        1. Need to do some more checking on this one. Need to determine what the specific reason is we cannot have Null value. Is this a requirement of the rule somewhere? (Andrew StatlerIn a cursory scan, I did not find anything that covered the specific values for Confidentiality code in the final rule.)
    5. 1960 - UDI Organizer template from C-CDA Supplemental Templates for UDI Table 1: UDI Organizer Contexts
      1. There is a desire to have Table 1 match the consistency of the rest of the standards by populating the "Contains by:" column of the table.
      2. There appears to be consensus that the template should be consistent.
      3. The question of whether we should do anything until the future of the UDI Implementation Guide is settled in November of 2020.
      4. Is Appendix B for the UDI Organizer in the Companion Guide what we are supposed to be using?
        1. There is a template defined in the Supplemental Guide that is questionable work and it is the version that needs to be avoided. The IG is the version we do not want implementers to use. The version in Appendix B are replacements for the IG.
        2. Lisa made a couple of recommendations:
          1. 1st: Find a technical omission: errata→ Appendix B modified - the purpose statement of the UDI modified to point to chapter 5.2.8.1 of the Companion Guide for where the template should be used.
          2. 2nd: UDI modified→ purpose should be modified - a new release - explicit about where the UDI should be used.
        3. Emma would be comfortable with the first approach.

Discussion

The original motion was to submit STU comments as Errata sheets.

The question came up of whether we would decide for each vote whether the item would be an Errata sheet or would go to an Errata release.

Action
  1. Value Set Updates
    1. COVID codes - new codes are available out there and implementers are able to use them, but they are not in the standard ValueSet yet. They are in an expansion profile. A fragment. The definition will use the two pieces to get it out.
    2. Austin Kreisler suggested we could put some guidance in the guide that there are ways to discuss how we handle codes that are not in the value sets.
    3. Anyone doing conformance testing has to make allowances for these. They need to be thinking about this.
    4. topic for tuesday→ Where do we put these codes? The Errata process is one way we might deal with it

      Discussion

Calvin E. Beebe We make a motion as a committee, but then it only moves forward as a project.

Brett Marquard We have a precedent of releasing a spreadsheet that doesn't seem great.

Austin Kreisler Let's table the motion

Calvin E. Beebe wanted the co-chairs to get together to figure out how we do it.

Rob McClure what group pushed to get this work done. ONC pushed for this to be done for the fall.

Motion withdrawn by Rob McClure and a new motion was made, see below.
