90 min | US Public Health Profiles Library Ballot Recon Dashboard: https://jira.hl7.org/secure/Dashboard.jspa?selectPageId=16118 | Sarah Gaunt | - See dashboard link for links to tickets and metrics on recon
- Introductions
- 54 issues, 38 change requests, 16 technical corrections
- Dashboard link for metrics (in minutes)
- Not sure whether all 54 were submitted outside of the ballot process- when it comes to close the ballot, those issues submitted as a part of the ballot must be closed.
- Technical Corrections: x13
- Submitter submitted as technical correction
- 38347, 38345, 38344, 38343, 38341, 38291, 38290, 38289, 38099, 38017, 38336,
- 38524 -no tooling right now provides details on what IGs are using the profiles, there isn’t utility in just documenting the initial use cases listed without some sort of maintenance. IT wouldn’t ever be a complete list. It could be done with the publisher but would only be updated when published. Possibly in a continuous build site. Need to talk to Graham. Originally marked persuasive but changed to considered for future use assuming there is tooling available for auto-population. Will ask FHIR-I
- Motion- Sarah moves to approve technical corrections as documented

- 38427- Katie Tully asked to move value sets to 4.0.9 example section of the IG.
- Persuasive with mod- will create a new artifact page grouping call example value sets and move the example value sets into that grouping.

- Block Vote:
- 38577- Confusing wording in Overview
- Properly reference US Core
- Clarify MedMorph IGs
- Persuasive
- 38339- Specify the version of USCDI the IG referencing and clarify that the elements listed do not represent the entire Patient Demographics Data Class.
- 38266- Update gender identity to use new R5 Gender identity extension once published
- Considered for Future Use
- Couldn’t use an R5 extension in an R5 guide. Expecting US Core will update and will be able to use that once available.
- 38266- Spell out PHA acronym
- Possibly a technical correction)
- Persuasive
- 38025- cardinality of pregnancy status profile question
- Will update to 1..1
- Persuasive
- 38024- Clarify use of Observation.component for pregnancy outcome profile
- Will update the lower cardinality to 1 for slices of component (backbone element).
- Requiring the slice
- All live births and fetal deaths are included.
- Persuasive
- 38021- sync up narrative for Condition Profile
- Will remove the mention of verificationStatus and ensure that all constrained elements are mentioned in the description. Will check all the US Core based profiles and make sure they are all correct.
- Already constrained in US Core.
- Persuasive with mod.
- 38016- Sync up change for FHIR 36556
- Will the US Profiles Library adopt the same change from FHIR 36556 (MedMorph)?
- Change in US PH Content Bundle
- Agree that this is a good change, but just happened to late to get into ballot.
- Linked to 38292, 38348 as well
- eCR and MedMorph will point to USPHPL as opposed to contain copies
- Persuasive
- Motion- Sarah moves to approve 38577, 38339, 38266, 38025, 38024, 38021, 38016 as documented

- 38593-
- Needs to accommodate work information, work-related conditions
- Maybe the ODH Profile should be in the PH Profiles Library
- Other IGs outside of PH use ODH, which is similar to a library of profiles
- Possibly request from Graham to be notified when ODH is used
- Could possibly include a reference paragraph in the IG that could point to ODH for those wanting to accommodate work.
- Could possibly point to a confluence page for guidance, and then maintain the confluence page, which would be completely outside of the ballot cycle. That way you could add guidance over time without having to go to ballot. Question as to whether doing this would have enough teeth.
- ODH itself is a library. It is US Realm. It derives from US Core patient; mostly added stuff.
- Proposal- put a narrative reference to point to ODH for needing to accommodate work. Ginny will also talk to Graham.
- Will add narrative guidance pointing to ODH and recommending use of the ODH IG.
- The library needs to be able to accommodate work-related conditions e.g. using payer-type to identify when something (injury) is work-related (worker’s comp). How can we do this?
- Not sure how to do this, but it’s a common need across public health
- This is mostly for injury on the job because it happens right there.
- Payor type is not in USCDI currently, but it might be worth including in USCDI or USCDI+
- Defer to for future use. Not currently in scope right now, but expecting to develop a process for getting things into the PH library.
- Will move this comment to a new JIRA ticket. (FHIR-38676) and mark as considered for future use because additional analysis is necessary.
- Section 4.24-
- This organization may not be adequate to support situations where the department of labor or academic center is made an agent of the state to conduct surveillance. This may be an IG issue, not necessarily a Profile library issue. You would constrain the organization profile for that purpose in the guide. We have determined that the organization profile is suitable for this use.

- 38245- Align Disability status with USCDI v3
- Element in USCDI v3 but not yet in US Core. Does this need to be addressed.
- Adding guidance for the process for later reconciling in US PH Libraries that don’t exist until later in US Core
- When USCDI pieces come out and US CORE is updated, constrain from inheritance.
- Possibly going on a publication schedule with US Core and actively negotiate who gets to own what.
- Will work on a disposition and send to commenter for review.
- Quality Ballot- wanted to use ODH but couldn’t bc they are updating to US CORE 5. ODH will need to update to US CORE 5, and would like to do an errata to expedite to meet the quality ballot needs. Will ask Lori to join PH meeting/call to find out whether we have permission to move forward in this manner.
