| Review of Unified Terminology Governance (UTG) processes and the implication for inclusion of value sets and code systems internal to IGs and the use of external code systems from PHIN VADS. | Jessica Bota | Open discussion on UTG processes - The Terminology Services Management Group's (TSMG) is responsible for UTG and Oversight and publication approval of HL7 Terminology / terminology.hl7.org (known as THO).
- TSMG has not finalized next steps on THO policy and procedures. There are draft scope and activities.
- The TSMG provides governance similar to FMG where as the Vocabulary WG identifies, organizes and maintain coded vocabulary terms used in HL7 information structures.
- Vocabulary maintenance is done through the UTG processes
- The HL7 Terminology Authority (HTA) is responsible for the creation, implementation, and management of HL7 processes involving external terminology management. The activities of the HTA are intended to complement maintenance of terminology that is used by HL7 protocol specifications. HTA works through the TSC to implement processes or polices that impact Working Groups.
- The intent of the THO is to be the single source of truth or repository for code systems to encourage reuse and avoid recreating content.
- Currently, there are no plans to add value sets to the THO.
- There are code sets within PH IGs unique to PH that may not be of general interest. Do they need to go in the THO? The decision must come from TSMG with the guidance of FMG.
- ODH and others are experiencing Issues with PHINVADS validation and rendering in FHIR IGs. This is in the process of being resolved.
- UTG processes can slow down IG development when waiting for new codes. There is consideration to create a placeholder Id to allow IG development to continue but there are considerations it will eventually need to be corrected as the IG goes through the maturity level process.
- Sheryl Taylor shared the HL7 V2 Conformance Methodology Release 1 that could address issues discussed.
