Continued discussion of VRDR FHIR IG Jira tickets in grouping - workflow. Jira ticket FHIR-33974 was discussed in length. The ticket addresses the return message from NVSS to Juriditional EDRS systems and its inclusion of coded race, ethnicity, and causes of death. The proposed disposition of the ticket is 'Consider for Future Use'. Currently, the implementation guidance for the return message is embedded in a companion VRDR FHIR IG messaging specification. Consideration for future use is an indication that it will not be included in the STU2 version of the IG but will be considered for STU3 or later. Another aspect addressed in the ticket is the inclusion of geocoding in the return message. The inclusion of geocoding is not addressed in either the VRDR FHIR IG or the companion messaging specification. It is being considered for future use in the IG.
A further discussion about the representation of Race and Ethnicity was held outside the context of the motion. Lenel James expressed an interest in learning more about the NVSS automated process of converting text representation of Race designation included in jurisdiction death reporting transactions to standard OMB race designations. Cynthia Bush agreed to provide contact information for NVSS personnel that may be able to address Lenel's questions. AbdulMalik Shakir shared the structured definition for the VRDR FHIR IG Decedent profile of the Patient resource based upon the US Core Patient profile. He brought attention to the extensions defined in the guide designed to enable the bidirectional transformation of the decedent race in IJE and FHIR representations. The IJE uses a set of boolean race designation and literal text inconsistent with the underlying US Core Patient representation of the OMB race. Lenel shared that the Gravity project took a different approach and represent race using an Observation resource. The rationale for using the Observation resource is the requirement to include information related to the performer and method of the race observation in order to address variations in State laws regarding the collection, use, and protection of Race information.
