Professional Associations that bring together competing entities, such as HL7, are subject to strict scrutiny under applicable antitrust laws. HL7 recognizes that the antitrust laws were enacted to promote fairness in competition and, as such, supports laws against monopoly and restraints of trade and their enforcement. Each individual participating in HL7 activities, regardless of venue, is responsible for knowing the contents of and adhering to the HL7 Antitrust policy as stated in §05.01 of the Governance and Operations Manual (GOM).

    • Resistance points 
      • Talking with federal agency that wants to do query for patients getting care in IIS. Security compliance, FedRAMP. FHIR is new so there is a worry about using it. Have a model with a "finder" file that is used to run queries, and then remove the details about which patients were selected. Core issue is likely they have their own solution and want to use it. (Solution may already built and so there is not interest in switching to a standard.)
        • Bulk query groups can be deleted, they can be ephemeral. 
        • What about HIPAA concerns about tracking access?
        • IIS already know who is eligible. 
        • Maybe CDC or ONC should be brought into conversation? 
        • Bulk FHIR query can technically support this. 
        • Another connection might be with the IZ Gateway, could broker connections with IIS.
        • Discussion about use of FHIR in public health, big push in social determinates of health

Converting ImmunizationRecommendation to ImmunizationRequest

Nathan has started a visualization of the interaction between resources. Can share today for feedback/discussion. 

Need to get this on a future CDS call. Get Bryn on the call as well. May need to document the movement from ImmunizationRecommendation to MedicationRequest. Need to present a visualization to CDS, and eventually a written recommendation. Need to show how the resources fit together and interact with other concepts. There is a clinical reasoning module, maybe we need an immunization module that talks about how these things go together. 

Nathan will put changes in presentation and visualization and send to Craig for sharing with other groups such as Pharmacy and CDS. 

Smart Health LinksTechnical meetings are winding down, now waiting for implementers to make progress. Maybe one more call after Thanksgiving and there is no agenda. Only seeing what is going to happen.

Discussion about what level of effort the community is going to do in this. Great potential with this project, but a lot of effort. 

Another product offering for scheduling, coming out in the next week. Not sure how FHIR might fit into that.
