ManagementHL7 Antitrust StatementProfessional Associations, such as HL7, which bring together competing entities are subject to strict scrutiny under applicable antitrust laws. HL7 recognizes that the antitrust laws were enacted to promote fairness in competition and, as such, supports laws against monopoly and restraints of trade and their enforcement. Each individual participating in HL7 meetings and conferences, regardless of venue, is responsible for knowing the contents of and adhering to the HL7 Antitrust Policy as stated in §05.01 of the Governance and Operations Manual (GOM).

THO Tickets, IG and Ballot

Topics:

  • THO process and related decision tree for National Directory IG (see outline below)

THO Decision Tree Process for NDH:

Code System

    • Is Code System in THO
      1. Yes – continue
      2. No
        1. Is Code System used by NDH only
          1. Yes – Local Code System
          2. No – Add to THO
    • Is it completed (includes all of the required values for the Value Set)?
      1. Yes – continue
      2. No – can we add the required values for the Value Set

Note: Are there codes that overlap and change the meaning  or restrict the addition of new required codes

    1. Yes – need to request additional values
    2. No – consider value set that is combination of the THO Code System and a Code System local to the IG

Value Set

    • Is value set in THO
      1. Yes – use Value Set (need to consider the impact of the Value Set binding)
      2. No – is value set local to IG only
        1. Yes – local Value Set
        2. No – build in THO (submit to THO)
  • Ballot Reconciliation status, topics/technical corrections
  • Process related notes:
    • Ticket/tracker review cadence advancement with support of commenter participation and carving out time for more complex items.
    • Some of the ticket form content will be written up offline to support block votes.
    • Biweekly to monthly groupings to advance reviewed items into 'block' vote and touch point with PA WG

10/2/23 NOTES:

FHIR-42243 - Getting issue details... STATUS Connection type missing. Recommend THO add IHE and two other restful types and add CDS to their THO code system so ND can that value set.

FHIR-42262 - Getting issue details... STATUS Payload Type.  Issue stems from limited connection types within the elements of the endpoints to FHIR endpoints; pointedly there is no payload type. Had single code to use: Not Applicable. Will recommned adding "N/A"

FHIR-42263 - Getting issue details... STATUS Agree with the ticket and will make change to point to THO over being local value to IG.

FHIR-42246 - Getting issue details... STATUS Referral method needs to be updated to reflect current/modern approaches by adding codes.

FHIR-42247 - Getting issue details... STATUS Only using subset of codes and getting an error message (as shown in yellow below). Will recommend that example set be updated.

FHIR-42269 - Getting issue details... STATUS  Insurance and Coverage concepts conflated: Insurance is for plan you buy. Coverage is for services. Will recommend creating new code system for coverage or to use ND localized codes.

FHIR-42270 - Getting issue details... STATUS Agree with ticket and will move references into THO.

FHIR-42274 - Getting issue details... STATUS Unclear as to underlying issue as it appears tied to an HL7 value set as org role and org affiliate roles are very different. Ming will add a question in zulip to ask submitter to clarify what they are trying to accomplish.

FHIR-42273 - Getting issue details... STATUS Same code system discussed above and appears tied to the same issue. Add to Zulip question on FHIR-42274.

FHIR-42253 - Getting issue details... STATUS Discussed historical need to add community/human services based entities. Discrepancy in 'community' definition and the more the codes/definitions reviewed the more it became clear additional research needed before deciding on this ticket.

FHIR-42254 - Getting issue details... STATUS and FHIR-42275 - Getting issue details... STATUS Existing Practitioner roles code system not extensive enough for ND roles. Will propose that ND current code system and value set as a replacement.

FHIR-42261 - Getting issue details... STATUS Will refer to correct code system.

FHIR-42271 - Getting issue details... STATUS Extra values; straight forward ticket will ask them to add the code set so ND can use the value set.

FHIR-42673 - Getting issue details... STATUS Bob greed with the ticket suggesting preadoption of the new endpoint element. Ming noted its an extension, and already in the extension package available. Ticket updated to indicate "persuasive"
