Review Proposed responses for 010 and 012

010 - no disagreement with this guidance.  Side discussion around: 

(RW) Implementer Recognize that 2/3s of all payers don't use digital IDs so they will use membermatch there. For when the member is authenticated with a digital ID, they will use that. 

  • Discussion about using the strongest member Identification process possible - if you can use digital ID, great. If not, use membermatch. 
  • Would the digital id approach work with bulk FHIR? Think so. 
  • Concurrent coverage should be thought through as well. 


012 - Any server that has to give out data, it should be resolvable references physically and in time. 

e.g. Discharge from 10 years, want medication list from 10 years ago. 

Read the guidance in the IGs for PDex and for Carin Blue Button, it has guidance. 

PC from chat: The FAST project on "Exchange with or without Intermediaries" is related to the same problem of rewriting URLs when proxying data for multiple backend systems.  FHIR-I has expressed uncertainty about the problem definition though, it wasn't clear exactly what cases they're addressing



Formulary Ticket updates

FHIR-31579 - RxNorm codes - Aetna - Courtney - going to try to see if any examples come up.  If they are, it's corrected pretty quickly. 

RxNorm can take a day or up to a month to create a RxNorm code

Dave H. will mark this ticket for future consideration awaiting more experiential information. 


FHIR-28293 - Is this really a client app problem? they would each have the formulary information with the context of which plan they are connecting to. 

  • With an open accessible API - Doesn't the formulary IG include coverage area.
  • Dave to reach back out to Todd Biske about the need with PBMs, others. 


FHIR-31765 - see above. straightforward, no additional discussion.
