    • Difference between alerts vs. notifications
    • Fulfills ONC rule but puts burden on provider
    • Expectation that intermediary/receiver filters, sorts and decides what to do
    • Suggestion to tag notification so receiver can prioritize them
    • Assumption in IG is that receiver determines what action needs to be taken based on the information received
    • Explicitly document these are notifications and not alerts
    • Data is being transferred, but not a responsibility; event code included to allow receiver to guide handling
    • List of receivers, out of band process - as is done today
    • Http response codes partially address commenter's suggestions

        • Luis Maas: my read of the spec is that for 200/202/204 you must return nothing or return a bundle, and for 300+ you should return operationOutcome.

    • Look at OperationOutcome and terminology or some general guidance on OperationOutcomes
    • Vassil Peytchev chat comment: There is implicit distinction (throughout FHIR) between HTTP errors and FHIR errors. If it is an HTTP error, that means there is nothing that understand FHIR, so all you get is an error code. If you can create an Operation Outcome, you can also create a message bundle that contains the Operation Outcome...
