This allows you to request a JIRA account, but even if you don't have one yet, you can press the dropdown button for "Projects", pick "View all Projects", and then pick "FHIR Specification Feedback".
I'd encourage you to get a JIRA account - if you don't have one, ask for one at Request HL7 Confluence / JIRA account; You do no need to be an HL7 member for this. It allows you to enter JIRA issues, which is a good thing to do if you want to point out anything about the Implementation Guides or the core FHIR spec. For example, there are tons of typos and and unclear statements in the core FHIR spec, pointing them out so that they can be fixed is good for everybody. It also allows you to do more stuff in Confluence. If you'd like to be able to write and edit Devices WG and Devices on FHIR material, John Rhoads or another WG Cochair can ask for you to get added to the group that can do that.
