Minutes from last meeting: 2023-03-03 Meeting Minutes

Antitrust statement:

Professional Associations, such as HL7, which bring together competing entities are subject to strict scrutiny under applicable antitrust laws. HL7 recognizes that the antitrust laws were enacted to promote fairness in competition and, as such, supports laws against monopoly and restraints of trade and their enforcement. Each individual participating in HL7 meetings and conferences, regardless of venue, is responsible for knowing the contents of and adhering to the HL7 Antitrust Policy as stated in §05.01 of the Governance and Operations Manual (GOM).

Agenda Outline

Agenda Item

Minutes
1Announcements

Stan reviewed code of conduct

and gave the announcements

registration open

CRMI and Risk Adjustment are on ballot and relevant to CQI

We discussed whether to record our Friday calls in the future.

Some reluctant to record if recording is publicly shared.

We don't know if recordings are available forever or time limited.

Do other WGs record the meetings?

Some record for purpose of taking minutes, not shared with public.

Need boilerplate statement on recording, such as DaVinci doing anti-trust statement.

Specific topics may want to record.

Yes for minutes, yes for detailed discussions. No for publicly available. Anyone should be able to ask to record or to stop recording.

2New project/ proposal review

https://confluence.hl7.org/display/TPTF (comment on all Proposals and only Vote on the PSS if it includes our WG as a co-sponsor or interested party)

PSS-2170 School Based Physical Fitness Testing Domain Analysis Model

Stan discussed PSS-2170

This is project proposal, not PSS, so we don't need to declare level of involvement (sponsor, co-sponsor, interested party).

Added comment for CQI to Jira ticket.

FHIR-40562 - Getting issue details... STATUS

FHIR-40520 - Getting issue details... STATUS

40457 discussed on Wed

40420 related? some discussion and revised resolution description.

Migratory if 0.. so not breaking change

Peter talked about idea of comparing???

40443

cohort vs cohort definition are different

what is the score? count = size of the cohort

Not ready for vote.

Measure.scoring has a binding to a value set with a code system in THO, so changing the meaning of the codes would involve UTG process not direct change to QMIG.

See note in Jira about coordinating a new definition.

40420 vote Juliet/Bryn: 18-0-0

39729

Paul added a comment with suggested disposition, Bryn agreed, but too late to vote. Add text to describe constraints rather than a profile of Parameters. Vote next Fri.

5QI Core

(2:34pm ET)

FMG approved Wed

On TSC agenda for Monday

Bryn action to re-generate modelinfo and see if it is different from what is in the IG now

6DEQM IG/ Gaps in Care

(1:58 pm ET)

40031

Not stratification

multiple facilities under one CCN

One org with multiple

use case from demonstration/exploration

Not different score for each location

reference Location, probably QI-Core Location profile, but do not want that constraint in the extension definition

When using that extension in DEQM MeasureReport profile, add constraint for reference to QI-Core Location.

Juliet/Bryn 20-0-0

40032

Discussing details

parameter names singular even if 1..*

Rather than add new operation $gather, beef up $collect to add parameter to also evaluate?

Take to DEQM call for further discussion

(2:33pm ET)

7Da Vinci Risk Adjustment

Update on the IG and plan for May 2023 ballot

  • 3/10: plan to walk through the IG on the call. Will send email notification to the listserv on 3/12 for WG review
  • 3/17: request approval from CQI WG  (WG approval 3/14 - 3/23)
  • 3/24-28: applying QA comments
  • 3/26: final content deadline

FHIR-38030

(1:26pm ET)

Working toward May ballot

Walk through IG today

Email notification on Sunday

Approve readiness for ballot on next Fri call

STU 1 one direction

payer to provider

STU 2 adds provider to payer

Added using task

Provider can add annotation to report

Will add list of trackers that went into this version

highlighted text for new items

Methodology drop down menu is new

3 Approaches: assisted, generated, evaluated

dCC section is new and introduces the concept

similar to proportion measures

task and search set are new profiles

deprecated $report

simple query with _include can be used

STU1 MeasureReport was very good and addressed most use cases, but added extension in STU 2  based on expert feedback

Task used to close gaps, but can do annotation

task can attach data needed to close gaps

point of care use of reports, add annotation (but does not close the gap, task needed for that)

Task.focus references MeasureReport

confidenceScale question

EBM may have something similar https://build.fhir.org/evidence-definitions.html#Evidence.variableDefinition.directnessMatch

"exact" not applicable to RA

4 rather 5 scale preferred

RA uses SNOMED codes

Email to Yan if changes requested during this review, do not use Jira until ballot opens.

1 week review, vote next Fri

(1:53pm ET)

8Da Vinci Value-Based Performance Reporting
