Need boilerplate statement on recording, such as DaVinci doing anti-trust statement.

Specific topics may want to record.

Yes for minutes, yes for detailed discussions. No for publicly available. Anyone should be able to ask to record or to stop recording.

Measure.scoring has a binding to a value set with a code system in THO, so changing the meaning of the codes would involve UTG process not direct change to QMIG.
