Meeting Minutes

Agenda Outline

Agenda Item

Meeting Minutes
1Announcements

Yan reviewed the announcements

Additional information:

PACIO projects - providing this information because they will be defining data for cognitive outcomes that measures may want to use.  CQI co-chairs have approved the project scope statements from our Workgroup's perspective.  If CQI members are interested, we can request that we are denoted as an interested Workgroup to receive updates on the project work.

Data Quality Summit is next week.  A 2-hour pre-summit session has been added where Viet Nguyen will discuss topics including Fast Healthcare Interoperability Resources (FHIR), Clinical Quality Language (CQL) and Data Exchange for Quality Measures (DEQM) and many more. Experts in each area will be available to answer questions and clarify the details of digital quality’s evolution.

  • Access is included with registration for the DQS and it is scheduled for Tuesday 7/21, 1-3pm ET.

2Clinical Steering Division/ Technical Steering Committee

Each Work Group within the four steering divisions (Clinical, Administrative, Infrastructure, Organizational Support) shall return a single submission that identifies the candidate it wishes to elect to represent their Steering Division on the Technical Steering Committee.

Candidate profiles:

eVote link (via survey monkey):  https://www.surveymonkey.com/r/WP7L7R2 - only 7 votes as of 12:13 PM July 17.

Survey is open until Sunday, July 19, 2020 at 5:00 PM ET - one vote per CQI WG member.

Yan discussed the upcoming TSC election.
3New Project Proposal - Individual Case Study Report (ICSR)

New project proposal  PSS-1656 - Getting issue details... STATUS

Individual Case Study Report (ICSR) for:

  • the Food and Drug Administration (FDA) Adverse Event Reporting System (FAERS), and
  • the Vaccine Adverse Event Reporting System (VAERS)

Consider CQI as an interested party.

Floyd walked through the new project proposals at a high-level to let the Workgroup members know that these projects exist.

Request is that Workgroup members review so we can discuss next week to determine if CQI wants to request being an interested party.

4US Core errata package out for comment

US Core errata package has been referred to the Co-chair list: https://build.fhir.org/ig/HL7/US-Core-R4/index.html

The package is available for review and comment through July 29, 2020 after which any changes based on comments will be applied and the Cross-Project Work Group will review the package in consideration for finalization and publication (CTO letter for errata package) on July 30, 2020.

US Core has an errata package that can affect QI Core.  The package is available for review and comment through July 29, 2020.

When Floyd reviewed the US Core errata, there are a few considerations CQI should address as they specifically impact QI-Core. US Core errata will require a QI-Core errata package shortly after US Core errata is published. Note - most should be consistent with QI-Core except FHIR-27082 (1st in list below):

FHIR-27082 Express timing of smoking status observation issued Vs effectiveTime (dateTime)

FHIR-27096 AllergyIntolerance verificationStatus = confirmed (changed from verified)

FHIR-26840 Technical connections, specifically when Shall must be used

FHIR-26363 BMI, pediatric BMI for age - change cardinality

FHIR-25035 Patient-reported medications on the active medication list

FHIR-27542 Added Head Occipital Frontal Circumference Profile (0-36 months)

FHIR-27887 Change from Procedure.occurrence to Procedure.performed (correct in QI-Core)

    1. Call Information:
  2. Combined Gaps in Care DaVinci and DEQM calls:
  3. Cross Workgroups Project WG (now managing US Core balloting) - Considering new PSS for metadata for Apps: Marketplace Product Packaging and Metadata

1- Request that CQI members review Connectathon 25: DEQM Clinical Reasoning proposal and provide feedback.

2 - HL7 FHIR Patient Access API Implementation Event

With the recent release of the CMS/ONC final rule and the impending implementation deadline, this event will be narrowly focused on the requirements for patient access APIs by payers.

The goals for this Implementation-a-thon and associated educational events are:

  • to inform the broader community of the work Accelerators have done to lay the groundwork for meeting the final rules
  • to help participants prepare for the September HL7 FHIR Connectathon and Working Group Meeting

This event will support individuals and organizations at all levels of HL7 FHIR expertise:

  • For FHIR naïve organizations, basic FHIR education and additional implementation guides (IGs) will advance their expertise and allow them to kickstart their FHIR development activities.
  • Organizations already working with FHIR but not engaged in the payer based IGs will better understand the relationship of these IGs to the final rule requirements.
  • Those who have already begun implementation of these guides will be able to test their implementation with others.
