Antitrust Statement

Professional Associations, such as HL7, which bring together competing entities are subject to strict scrutiny under applicable antitrust laws. HL7 recognizes that the antitrust laws were enacted to promote fairness in competition and, as such, supports laws against monopoly and restraints of trade and their enforcement. Each individual participating in HL7 meetings and conferences, regardless of venue, is responsible for knowing the contents of and adhering to the HL7 Antitrust Policy as stated in §05.01 of the Governance and Operations Manual (GOM).

Agenda:

  • Agenda approved.
  • Meeting schedule:
    • We meet the first Thursday of each month.  The meeting dates for the rest of the year are November 4 and December 1.
    • The meeting schedule needs to be confirmed on the HL7 site. 
    • Scheduling may be done thru the JIRA or Confluence calendar as well. 
  • Review the CIMI Mission and Charter Statements as required every 3 years. 
    • A review and update of the Mission and Charter Statements were done.  The charter had some definitions that were no longer accurate, It was decided to also include the APIs. The Mission Statement is still correct with the APIs of Clinical Information Modeling. 
      • The approach should be to define a FHIR IG to describe API and profiles for the payloads. It would include an understanding beyond USCore; to define the ability to write operations for EHRs that are essentially and fundamentally based upon logical models not included in CIMI. 
    • Kurt and KT will check with CIC to ensure that there is no overlap. CIC may not construct logical models. CIMI has constructed models for skin/wound, labs, and vital signs, There is a potential for a model for lab results to integrate with the current labs model. 
    • The creation of a shared library of standardized models that can be expressed in FHIR and other acceptable logical models was clarified in the charter. 
      • There may be multiple ways to produce logical models. This could be a development strategy going forward. 
      • Logical models could support multiple inheritance. This would be relative to FHIR. It is a dynamic process that is currently not in the scope. 
  • Rejuvenate the Lab Data IG project (high level lab subtypes)
    • IG for Lab data needs to create subtypes of lab observations. 
    • Primitive lab data
      • Units of measure or not
      • Value sets
      • Coordinate with ONO and those outside HL7. (LIVID is in and out of HL7)
      • Revise or setup new project for standard lab data. 
        • Anatomic or Microbiology would be considered outside the scope.
  • Announce new interim co-chairs –
    • Kurt Allen until December 2023
    • Nathan Davis until December 2022
    • These interim co-chairs would have positions until the next appropriate election or July 2024. 
    • Stan will set up a co-chair transfer meeting.
