1. Continuation of Arden Syntax ballot reconciliation
   1. Comments and dispositions were entered directly into Jira, with the ballot documented edited contemporaneously.
   2. Issue OTHER-2655:  Discussion of references to value sets continued from the last conference call (2023-01-24).  FHIR document clearly distinguishes references to code systems versus specific value sets.  The WG discussed in detail how to represent references to value sets and to standard vocabularies.  The WG agreed by consensus to stipulate that references to terminology servers are assumed to be FHIR-compliant; others will not be supported and need not be incorporated in the Arden environment (e.g., compiler).  The WG recognized that these references may be expanded to more than just codes but also may include preferred names or other aspects of concepts in a value set or standard terminology. 
      1. The WG decided to shift these complex examples to a distinct section, including references to remote value sets or explicitly-defined literals.  
      2. The WG decided to consider this further in the time before the next meeting.
      3. Action item:  Peter Haug will research illustrative examples.
